Department of State disciplines 16 midstate professionals

The bureau’s 29 boards and commissions license and oversee more than 900,000 active professionals and businesses, including a range of occupations in health and business-related fields.

Licensed or commissioned professionals and organizations disciplined in Central Pennsylvania in September include:

• Adam Boatwright Jr. of York was suspended immediately by the Board of Barber Examiners due to an order of the Court of Common Pleas of York County under the Domestic Relations Code.

• Grace Bailey of Harrisburg was suspended by the Board of Certified Real Estate Appraisers for failure to comply with a previous consent agreement.

• Kristi L. Mutzel of Lancaster was fined $500 by the Board of Cosmetology for practicing cosmetology without a license.

• Nghia Anh Le, dba Best Nail and Spa, of Lebanon, was fined $500 and costs of investigation ($882.22) for employing a person not licensed by the Board of Cosmetology.

• David A. Wait of Harrisburg was temporarily suspended by the Board of Medicine, pending a hearing, because his practice “may be an immediate and clear danger to the public health and safety.”

• The Board of Nursing fined Renee Dilliplane of Grantville, Dauphin County, $500 and ordered her to complete 12 hours of remedial education on nursing law and ethics and had a public reprimand placed on her permanent disciplinary record for unprofessional conduct.

• Donna L. Norman of Hershey was suspended for four years, retroactive to June 2, 2014, “because she is unable to practice professional nursing with reasonable skill and safety,” the Board of Nursing ruled. She can apply for probation after one year.

• Michele Lynn Seiler of Halifax was placed on probation for three years “because she is unable to practice the profession with reasonable skill and safety,” the Board of Nursing ruled.

• Adrienne Marie Johnson of Ephrata was placed on three-year probation by the Board of Nursing “because she failed to practice professional nursing with reasonable skill and safety.”

• Christine Yuhas Miller of Lebanon was placed on three-year probation by the Board of Nursing, retroactive to Jan. 23, 2012, after she was convicted of a felony.

• Trista Ann Farley of East Berlin, York County, voluntarily surrendered her license to practice as a practical nurse because of addiction to alcohol or hallucinogenic or narcotic drugs or other drugs.

• Premier Property Management Group LLC of Harrisburg permanently and voluntarily surrendered its license to practice as a real estate broker after several improprieties were discovered by the Real Estate Commission.

• Larry Spinelli of Highspire, Dauphin County, was denied a vehicle salesperson license by the Board of Vehicle Manufacturers, Dealers and Salespersons based on criminal convictions.

• The vehicle salesperson license of Ahmed H. Souleymane of Harrisburg was revoked and he was fined $1,000 after he was convicted of a crime.

• The vehicle salesperson license of Jose D. Romero of Landisville, Lancaster County, was suspended by the Board of Vehicle Manufacturers, Dealers and Salespersons due to an order of the Court of Common Pleas of Lancaster County under the Domestic Relations Code.

• Calvin Craig Clements of Palmyra, Lebanon County, was fined $25,000 for failure to maintain required medical records and being incompetent in the practice of veterinary medicine.

Violations of the law or state regulations may result in disciplinary actions of civil penalties and the suspension or revocation of a license.
