Ohio-based ms consultants inc. named David Snively Jr. transportation business leader and branch manager of the Harrisburg office. He has 25 years of experience in highway design, construction, protective coatings inspections and business development.

St. Louis-based HNTB Corp. named Joachim Alfieri associate vice president with its Harrisburg-area office. He is a professional engineer and was senior project manager.

Associations

Pennsylvania Auctioneers Association named Tim Keller president. He is the owner of Manheim-based H.K. Keller, a real estate and auction firm, and is a National Auctioneers Association instructor. Jeff Pennington of Lawrence County was named president elect, Daniel Reeder of Beaver County was named vice president and Robert A. Ensminger of Dauphin County was named treasurer. Kim Williams of Columbia County was named immediate past president; and Kimberly K. Douglass of Berks County was named administrator.

Upper Allen Township-based Insurance Agents & Brokers named Megan Fioretta brand manager. She has a bachelor’s degree from Millersville. Jeffrey Scoutelas was named vice president and private banker for the Central Pennsylvania region. He will work with the retail and commercial banking lines of service to grow relationships with high-net-worth customers and prospects. He has a bachelor’s degree from Lynchburg College.

Rapho Township-based Lynch Financial LLC named Steve Frank manager of business consulting services. He will provide accounting and consulting services to privately held businesses and individuals and oversee the business valuation service line. He is a certified public accountant and has a bachelor’s degree from York College.

West Manchester Township-based First Capital Federal Credit Union named Eric Deaner marketing and business development specialist. He was employed in marketing and sales with Forever Media. York County Solid Waste Authority named Robert L. Pruitt Jr. waste monitoring attendant. He will assist customers of the Manchester Township-based York County Resource Recovery Center in the small load drop-off area. He was a stacker with York PB Truss.

Manheim Township-based Saxton & Stump LLC named Leslie E. Bell executive director of its Granite HR Consulting human resources practice. She has more than 25 years of human resources experience. She served in executive human resources roles for several large national companies. She has a bachelor’s degree from Gettysburg College. Holly A. English was named a paralegal and client services professional in the trusts and estates practice group. She was a paralegal with Mitchell & Young in Lancaster. She has an associate degree from Harrisburg Area Community College. John S. Youngblood was named software developer. He was computer scientist and technical analyst for Imagine One Technology & Management LTD. He has a bachelor’s degree from the College of Charleston. M. Yvonne Crouse was named a paralegal in the trusts and estate practice group. She has 30 years of fiduciary experience and was a fiduciary paralegal at McNees Wallace & Nurick LLC. She has a bachelor’s degree from Duke University.

Lancaster-based Godfrey named Michael Barber senior vice president and chief creative officer. He will develop creative vision and strategies. He was a brand and digital strategy consultant in Los Angeles. He is a graduate of the University of Arizona.

Nonprofits

TrueNorth Wellness Services named Taylor Greene, Amy Strahl, Daniel J. Daley, Lauren M. Patches and Nicole Katsaounis functional family therapists in the Harrisburg region. They will help at-risk and troubled youth ages 10-18 through a short-term family-based prevention and intervention program. Greene has a master’s degree. Strahl was a vocational specialist. She has a master’s degree from Temple University. Daley has worked with youth and adults and recruited families for Pennsylvania’s Statewide Adoption and Permanency Network. Patches worked with children and adolescents in partial hospitalization and school-based therapy settings. She has a master’s degree. Katsaounis was employed in TrueNorth’s York and Adams County program. She has a master’s degree. Andrew Texter was named a functional family therapy authorization specialist. He will provide families with support and case management. He was employed in crisis intervention and as a therapist in TrueNorth’s family-based program. He has a bachelor’s degree.

East Pennsboro Township-based Central Penn College Education Foundation, which provides scholarships to the college’s students, named Sandra Box director of development. She will be responsible for the foundation’s management, operations and growth. She was its associate director.

Real estate

Lemoyne-based RSR Realtors named Marcus Grace residential and commercial real estate salesperson. He will focus primarily on residential real estate. He was employed with City Lights Real Estate.
